OBSE Mandatory Completion Deadline Extended to 31 Dec 2026 - What Security Officers Must Do?

If you are a licensed Security Officer (SO) in Singapore, there is an important update regarding your deployment eligibility. The Police Regulatory Department (PRD) has officially extended the deadline for the mandatory Operate Basic Security Equipment (OBSE) module.

While this provides more breathing room, it is a final, one-off extension. Here is everything you need to know to stay deployable.

The New Deadline:

Originally set for the end of 2025, the deadline for existing Security Officers to complete the OBSE module is now 31 December 2026.

Important: If you have not completed this module by the new deadline, you will no longer be eligible for deployment as a Security Officer starting 1 January 2027.

Why is OBSE Mandatory?

Under the Progressive Wage Model (PWM), the industry is moving toward a tech-enabled workforce. The OBSE course (part of the TSC Access Control Management framework) ensures every officer is proficient in:

  • Access Control Systems: Managing entry points for authorized personnel.

  • CCTV Monitoring: Operating surveillance equipment to spot potential threats.

  • Alarm Systems: Responding correctly to unauthorized entries or equipment alerts.

What Must You Do Now?

1. Check Your Status

Review your training records. If you joined the industry recently and took the integrated "Provide Guard and Patrol Services and Operate Basic Security Equipment (PGPS+OBSE)" course, you are already covered. If you are an "existing" officer who only holds the older PGPS certification, you must take the standalone OBSE module.

2. Senior Security Officers (SSOs) Take Note

While SOs focus on OBSE, Senior Security Officers have a separate requirement. To retain your rank and remain deployable, SSOs must complete the Perform Remote Surveillance Function (PRSF) module by the same 31 December 2026 deadline.

3. Don't Wait for the "Year-End Rush"

With thousands of officers needing this certification, training slots in late 2026 will be extremely difficult to secure. We highly recommend completing your training by the end of 2025 or early 2026 to avoid any disruption to your work license.

Course Fees & Funding

Training doesn’t have to be a financial burden. Singaporeans and PRs can benefit from significant subsidies:

  • Self-Sponsored: Use your SkillsFuture Credits to cover the out-of-pocket costs.

  • Company-Sponsored: Employers can claim SSG Funding and Absentee Payroll to support your training.

  • SkillsFuture Funding: Singaporeans aged 40 and above enjoy higher subsidy rates (up to 70% of course fees).
