The Progressive Wage Model (PWM) Explained

The PWM was developed by the Security Tripartite Cluster (STC) to uplift the wages of security personnel and create clear career pathways. It is a mandatory licensing condition for all security agencies under the Police Licensing and Regulatory Department (PLRD).

 

This means that your salary is not solely dependent on your employer's discretion; it is guaranteed by law based on your rank, experience, and the training you have completed.

 

Under the PWM, security officers can look forward to sustained, year-on-year wage increases as they accumulate experience and complete mandatory Workforce Skills Qualifications (WSQ) courses.

 

A Major Milestone in 2024

A significant change occurred on January 1, 2024. The basic wages of full-time security officers were increased to exceed the $2,600 threshold.

 

Why is this important? Because earning above $2,600 means that Part 4 of the Employment Act—which governs overtime pay—no longer applies. Employers are no longer required by law to pay security officers 1.5 times their basic hourly rate for extra hours worked beyond the 44-hour regular work week.


However, the STC ensured that the gross wages of security officers would not drop. The substantial increase in the basic wage was designed to compensate for the removal of mandatory overtime rates, encouraging a shift towards a standard 44-hour work week and better work-life balance.

 

The 2024 - 2028 Security Officer Salary Schedule:

The table below details the Ministry of Manpower (MOM) mandated minimum basic monthly wages for full-time outsourced security officers from 2024 to 2028.

 

Note: These figures represent the basic wage for a standard 44-hour work week. Any extra hours worked (capped at 72 hours per month) must be paid in addition to this basic wage.

How to Secure Your Next Pay Raise

As you can see from the table, a Security Officer (SO) earning $2,650 in 2024 will automatically see their basic wage rise to $2,870 in 2025.

 

However, you can accelerate your earning potential by climbing the ranks. For example, if that same SO upgrades to a Senior Security Officer (SSO) in 2025, their minimum basic wage jumps to $3,170.

 

To get promoted under the PWM, you must fulfill two strict criteria:

 

1       Experience: Serve the minimum required months at your current rank (e.g., 6 months as an SO before promoting to SSO).

2       Training: Complete the mandatory WSQ security courses for the next rank.
